CFE’s 2026 Tax Symposium: EU Tax Decluttering – The Tax Omnibus, DAC Recast & What Comes Next

On 17 September 2026, the InterContinental Athénée Palace in Bucharest, Romania, will host the CFE Tax Symposium 2026, titled “EU Tax Decluttering: The Tax Omnibus, DAC Recast & What Comes Next.”

Organised by CFE Tax Advisers Europe in cooperation with the Chamber of Tax Advisers of Romania, this year’s Symposium will focus on the European Commission’s landmark tax simplification proposals and their implications for taxpayers, businesses, tax advisers and tax administrations, as well as on the future direction of EU tax policy.

The 2026 edition comes at a particularly significant moment for European taxation, as EU institutions seek to reconcile simplification and competitiveness with effective tax administration and transparency, against the backdrop of an evolving international tax landscape.

The Symposium will be opened by Prof. Piergiorgio Valente, President of CFE Tax Advisers Europe, together with Dan Manolescu, President of the Chamber of Tax Advisers of Romania. Their opening remarks will introduce a day of high-level discussion dedicated to the future of European tax policy and the impact of the new simplification agenda on businesses, professionals and tax administrations.

The opening session will be followed by a keynote address by Alexandru Nazare, Minister of Finance of Romania, setting the stage for the expert discussions that will follow.

Programme highlights

The Symposium’s agenda will focus on two major areas currently shaping the European tax landscape:

EU Policy Developments – The EU Direct Tax Omnibus & Changing International Tax Landscape

The first panel will examine the EU Direct Tax Omnibus and the wider transformation of the international tax environment. Discussions will address the European Commission’s tax simplification agenda and its interaction with broader international developments, bringing together perspectives from EU institutions, business organisations and leading tax policy experts.

The debate will also consider the wider implications of tax simplification for EU competitiveness, as well as its interaction with the OECD/G20 Pillar Two framework and the challenge of maintaining effective tax administration while reducing unnecessary complexity and compliance burdens.

DAC Recast – Administrative Cooperation, Reporting Obligations & Legal Professional Privilege

The second panel will focus on the proposed recast of the Directive on Administrative Cooperation (DAC), examining some of the most significant issues surrounding administrative cooperation, reporting obligations and legal professional privilege.

The discussion will explore the future of EU tax transparency and mandatory disclosure requirements, as well as the need to strike an appropriate balance between effective information exchange, proportionate compliance obligations and the protection of professional rights.

Speakers throughout the day will include representatives of the European Commission, leading international advisory and professional organisations, business representatives and tax policy experts, providing institutional, professional and practical perspectives on the direction of European taxation.

Shaping the future of European tax policy

The 2026 CFE Tax Symposium will provide an important forum for dialogue at a time when the European tax framework is undergoing a renewed process of reassessment and simplification.

Under the presidency of Prof. Piergiorgio Valente, CFE Tax Advisers Europe continues to foster dialogue between European institutions, policymakers, tax professionals and other stakeholders, contributing to the debate on how the European tax system can become simpler, more competitive and more effective, while preserving legal certainty, transparency and taxpayers’ rights.

The Bucharest Symposium will therefore offer an opportunity not only to analyse the technical implications of the Tax Omnibus and DAC Recast, but also to consider their broader impact on the future architecture of EU tax policy and on the evolving role of tax advisers in an increasingly complex international environment.
